Hornby trustees review riparian protection bylaws
A community information meeting outlined proposed changes for implementing provincial riparian protection rules on Hornby Island.

The proposed bylaws would apply riparian protection requirements to residential, commercial and industrial activities within a Riparian Assessment Area, generally defined as being within 30 metres of a watercourse. [1]
The Hornby Island Local Trust Committee held a community information meeting on March 6, 2015, where Island Planner Rob Milne presented the draft Official Community Plan and land-use bylaw changes. [1]
Milne said the provincial regulation must be implemented and that the draft bylaws included exceptions intended to provide flexibility while meeting the regulation’s requirements. [1]
The minutes say development may occur within the applicable area if prescribed assessment methods are followed, with a Qualified Environmental Professional providing an Assessment Report identifying areas that can be developed and areas designated as a Streamside Protection and Enhancement Area. [1]
During questions, concerns were raised about the Central Road ditch, consultant mapping and the costs of hiring Qualified Environmental Professionals and obtaining development permits. [1]
Trustee Tony Law said the regulation was provincially mandated and that the committee had assumed the cost of mapping that otherwise would have been the property owner’s responsibility; he also said exemptions had been included in the draft bylaws. [1]
The next steps described at the meeting included referrals and a public hearing opportunity for comments. [1]
