Hornby trustees advance vacation-rental review and enforcement resolution
The Local Trust Committee approved a standing resolution on farm-based agri-tourism accommodation and scheduled further discussion of proposed vacation-rental rules.

The Hornby Island Local Trust Committee directed bylaw-enforcement staff to take no enforcement action against existing and proposed farm-based agri-tourism accommodation uses until the committee completes its Official Community Plan and Land Use Bylaw review. The resolution was carried at the January 23, 2026 meeting. [1]
The minutes say the delegation concerned farms that began offering seasonal agri-tourism accommodation as permitted by Agricultural Land Reserve policy but later became unpermitted under Local Trust Committee bylaws. The planner said the project then underway did not address agri-tourism bylaws and that the committee would need to direct staff to revise the project charter if it wanted the matter included. [1]
The committee also discussed proposed rules for vacation rentals, including Temporary Use Permits and a possible cap. The minutes record that the provincial registry showed 87 operators, with 79 active, while the Bylaw Enforcement Officer reported approximately 110 listings on various platforms as of last November, 2025, and no new public complaints. [1]
A trustee said the committee was considering a cap of 65 Temporary Use Permits at any given time. The minutes say the committee had previously discussed and set a cap of 67, then removed it from the proposed bylaw because of ambiguity. [1]
During the community information meeting, staff said the proposed bylaws would require vacation home rentals to operate through a valid Temporary Use Permit. The minutes also record that the proposed guidelines would address cumulative impacts, septic capacity, water quantity and quality, and information for guests regarding First Nations significance. [1]
The committee requested an electronic special meeting to consider next steps before the March 20, 2026 regular meeting. The minutes list that regular meeting for 11:30 a.m. at Hornby Island Community Hall. [1]
