Hornby trustees advance short-term rental plan without principal-residence opt-in
The Local Trust Committee asked staff to update the project charter and bring it back for endorsement at its April meeting.

The Hornby Island Local Trust Committee asked staff to prepare amendments that would incorporate Advisory Planning Commission recommendations on short-term vacation rentals, while not opting in to the provincial principal-residence requirement and excluding Temporary Use Permits. [1] The updated project charter is to return to the committee’s April 26, 2024 regular business meeting. [1]
The committee’s carried motion also requested an updated engagement plan with K’ómoks First Nation, along with an updated work plan, community engagement plan and associated budget. [1]
The committee first considered removing the phrase excluding Temporary Use Permits, but that amended motion was defeated. Trustees then reconsidered the question of Temporary Use Permits and brought back the original motion, which carried. [1]
Staff presented four categories of options for addressing short-term vacation rentals under new provincial regulations. The third option involved incorporating specific amendments into the current Official Community Plan project while opting out of the principal-residence requirement; the fourth involved removing geographical zoning for short-term vacation rentals and managing them through Temporary Use Permits and provincial registration. Staff said changes to the regulations could affect non-conforming operators, and that the fourth option could have implications for approximately 180 operators. [1]
The Comox Valley Regional District board had supported working with Islands Trust staff to explore a short-term vacation-rental business-licensing program for Hornby Island, with the topic expected to be discussed at a joint meeting in June 2024. [1] The Electoral Areas Service Committee had decided not to opt in to the provincial short-term-rental program pending further analysis. [1]
