Hornby trustees advance proposed community-housing rezoning
Staff will draft amendments to rezone a Central Road property from R3 to R3A and seek feedback from the Comox Valley Regional District.

The Hornby Island Local Trust Committee directed staff to prepare amendments that would rezone a Central Road property from Residential 3 – Community Housing (Elder Housing) to Community Housing Zone (R3A).[1] The committee also asked staff to notify the Comox Valley Regional District and request feedback on the proposed amendments and its involvement in the bylaw process.[1]
Regional Planning Manager Heather Kauer said the Hornby Island Housing Society had indicated that the existing R3A zoning was needed for a project it would propose through a future Development Permit application.[1]
The committee made the rezoning consideration its Top Priority 1 item as part of a decision to divide the Official Community Plan and Land Use Bylaw amendment project into phases.[1]
Trustee Grant Scott raised whether wording referring to “ownership housing” in the Official Community Plan might affect the housing society’s proposal for rental housing.[1] Regional Planning Manager Kauer said staff could provide a report on the wording issue and options for a public hearing after the housing society’s Development Permit application was received.[1]
