Hornby trustees advance draft rules for secondary suites

The committee supported revisions to the draft land-use rules, including a proposed limit of one secondary suite per legal dwelling on lots of at least two hectares, and asked staff to continue the review.

The proposed limit would be flagged for further public consultation, while staff were asked to map properties of at least two hectares in the Official Community Plan’s 1A aquifer designation and the committee supported excluding properties wholly or partly in that designation from secondary suites.[1]

The committee also supported requiring one additional parking space for each secondary suite and adding suites to the Siting and Use Permit bylaw; staff were asked to report on survey requirements in other rural areas.[1]

On building-code questions, trustees supported keeping secondary-suite regulations in the draft bylaw and presenting the community with options and their implications, including delaying implementation until inspections are introduced or implementing with information and education.[1]

The committee asked staff to revise draft land-use bylaw provisions and Official Community Plan policies, and to move the plan’s Development Permit Area guidelines into the draft bylaw.[1]
