Hornby poll favoured no change to short-term rental rules
Consultants were to consider meeting input and prepare recommendations for the Local Trust Committee in March 2023.

A poll at the Hornby Local Trust Committee’s February 27 community information meeting found 49% of participants favoured no change to the current official community plan and land-use bylaw rules for short-term vacation rentals, while 21% favoured temporary-use permits for new rentals and 18% favoured removing rentals as a permitted use. [1]
The meeting recording put participation at just under 86% and recorded Planner Sonya Zupanec saying the poll was intended to gauge direction, not serve as a vote. [2]
The minutes list three options presented by planning consultant Patricia Maloney: keeping the current bylaws; removing short-term vacation rentals in all zones while allowing temporary-use permits and legal non-conforming status for existing rentals; or removing rentals as permitted uses and enforcing bylaws to remove illegal rentals. Maloney said consultants would consider further public input and prepare a recommendations report for the Local Trust Committee in March 2023. [1] The recording says the committee would then determine what process or additional engagement would follow. [2]
The minutes record public comments both supporting limits on short-term vacation rentals and supporting their continuation, along with discussion of accessory dwelling units, water and septic capacity, enforcement and long-term rental housing. [1] The recording includes a response from Maloney that making accessory dwelling units permitted uses in appropriate zones would be the fastest route to providing housing, while temporary-use permits are temporary. We're trying to get a sense of direction that people might be supporting because Sharon and I will be taking all the information that we've received and putting the recommendations together to the local trust committee, at which point it will obviously go back to the public again.
