Hornby LTC directs staff to report on joint heritage planning

The committee voted to explore collaboration with Denman and K’ómoks First Nation on heritage conservation areas and related planning work.

The Hornby Island Local Trust Committee directed staff to prepare a report on possible collaboration with the Denman Island Local Trust Committee and K’ómoks First Nation, including a working group, timelines, project charter amendments and budget requests. The motion carried. ^[1]

The discussion focused on Heritage Conservation Areas, which staff described as a zoning tool that may protect Indigenous and settler heritage, including landscapes, buildings, trails and shorelines. ^[1]

Staff said a Heritage Conservation Area could cover a 200-metre boundary, the whole island or individual properties. A designated property would require a Heritage Alteration Permit for activities including excavation, vegetation removal, blasting and septic field installation. ^[1]

The minutes record that the Hornby committee would need to review Denman’s housing project before determining possible areas of collaboration. Staff said rental and alternative-tenure housing deficiencies were similar on both islands, while implementation could differ. ^[1]

The committee also discussed an upcoming meeting with K’ómoks First Nation Chief and Council involving both Local Trust Committees. Staff were asked to explore an appropriate food gift, and the chair requested that the report arising from the motion be shared with the Denman committee. ^[1]
