Hornby committee pauses bylaw readings for Bill 35 analysis
Trustees requested an analysis of provincial short-term-rental rules and a special meeting with public input before considering draft bylaws.

The Hornby Island Local Trust Committee will not consider draft bylaws amending the Official Community Plan or Land Use Bylaw until staff prepare an analysis of the Short-Term Rental Accommodation Act, also called Bill 35. The committee also requested a special meeting in February 2024 for a staff report and public input. [1]
Planner Sonja Zupanec said first reading should not proceed until the analysis is complete, so referrals are not sent prematurely if trustees change their approach. Staff’s current understanding was that legal non-conforming short-term vacation rentals would be extinguished as of May 1, 2024, whether or not Hornby opted in. [1]
The committee’s two motions carried. The minutes record that the analysis is to address options and implications for regulating or prohibiting vacation-home rental use, and that the special meeting may be hybrid or in person. [1]
The meeting was held electronically, and the chair said its recording would be available on the Islands Trust website within a few days. [1]
