Hornby committee denies temporary-use permit for community events

The Hornby Island Local Trust Committee denied application PL-TUP-2025-0114 for a Temporary Use Permit for occasional community-oriented events. [1]
The committee cited concerns that the proposal was not consistent with Agricultural Land Reserve regulations or the Hornby Island community plan for farming and food security. [1]
The minutes also list uncertainty about the number of events and crowd capacity, concerns about water delivery and sustainability on a small aquifer-challenged island, and the view that the proposed agricultural land reserve ancillary use should not be subordinate to the primary farm use. [1]
The staff report said the property was just over 32 hectares, was in the Agricultural Land Reserve, and that the regulations allowed a maximum of 10 events per year with up to 150 attendees per event. [1]
The applicant said water would be supplied by a 300,000-gallon pond and brought on site if needed, and said event parking would not impede road access. [1]
The recording shows Trustee Grant Scott raised questions about farm status, whether proposed events complied with Agricultural Land Reserve regulations, and water and septic availability for events involving 120 to 150 people. [2]
