Hornby committee advances land-use bylaws to second reading
The committee approved a revised vacation-rental definition and asked staff to arrange a public hearing after Executive Committee approval of resources for the proposed permit approach.

The Hornby Island Local Trust Committee gave proposed Land Use Bylaw No. 177 second reading as amended, including a definition of Vacation Home Rental Use that applies to stays “for a period of less than 30 consecutive days” after guests.[1]
The committee also asked staff to schedule a community information meeting and public hearing for proposed Official Community Plan Bylaw No. 176 and Land Use Bylaw No. 177 at the earliest available opportunity after Executive Committee approval of the resource implications of the proposed Temporary Use Permit approach to regulating short-term vacation rentals.[1]
The minutes record that staff said the committee could not set a fixed limit on the number of Temporary Use Permits through the bylaws, because each application would need to be assessed on its merits. The committee endorsed seeking additional temporary staff or contractors and asked staff to prepare a business case based on Option 2 for Executive Committee budget endorsement.[1]
The committee also approved a development variance permit to reduce a sewage disposal field setback from drinking-water wells to a minimum of 22 metres from neighbouring wells. The minutes say the application sought a reduction from the bylaw’s 30-metre requirement and that a qualified professional report said the minimum standard could not be met because of the property’s size.[1]
