Hornby trustees remove proposed 67-rental cap from bylaw draft

The Local Trust Committee gave second reading to two amended bylaws and asked staff to report in fall on provincial short-term rental registry data before a community information meeting and public hearing are scheduled.

The Hornby Island Local Trust Committee removed a proposed cap of 67 vacation home rentals from its draft land-use bylaw, then gave the amended bylaw second reading at its May 16 meeting.[1] The committee also asked staff to report in fall 2025 on the land-use impacts and implications of the provincial short-term rental registry before scheduling a community information meeting and public hearing for the two proposed bylaws.[1]

The committee gave second reading to the amended Official Community Plan bylaw as well as the Land Use Bylaw, after approving changes to both drafts.[1] The minutes say consideration of secondary dwellings on lots under 4 hectares and secondary suites on residential properties was deferred to the next stage of the project following input from K’omoks First Nation.[1]

Forty-one members of the public spoke about the proposed rental cap, with comments recorded both for and against a cap and on alternatives including licensing and Temporary Use Permits.[1] The minutes summarize calls to wait for provincial registry data, concerns about housing, water and the environment, and arguments that rental income supports property costs, local businesses and jobs.[1]
