Hornby trustees defer OCP and land-use review decision
The committee will return to the project charter and final report at its May 5 meeting after trustees said they needed more time to consider next steps.

The Hornby Island Local Trust Committee deferred its decision on the Official Community Plan and Land Use Bylaw review project’s final report and draft project charter until May 5, 2023, after a motion to defer was carried at its April 17 special meeting.[1]
The staff report asked trustees to review the updated draft project charter and give direction on possible changes to the work plan, which could affect the 2023/2024 budget.[1] Island Planner Sonja Zupanec said the charter was intended to clarify the project’s next steps and how its budget would be used, and that staff needed direction from trustees to prepare a work plan.[2]
Trustees discussed whether the Advisory Planning Commission should draft bylaws or whether planning staff should do so. Trustee Grant Scott proposed sending the APC’s recommendations, the consultant’s report and the staff report back to the APC to draft bylaw language; Zupanec said staff could draft bylaws based on the committee’s direction.[2]
Trustee Alex Allen said he was not ready to make a decision and supported deferring the matter to May 5. The minutes record that the committee then carried the motion to defer the final report and draft charter.[1]
